Abstract

This theoretical essay aims to present the legal bases that propose the epistemological foundations of Police Sciences as an area of knowledge in Brazil, after its recognition by the Higher Education Chamber, of the National Education Council. The problematization takes place while bringing comparative references from other countries, and suggests its classification as a complex science, which is still in search of its place among the dominant scientific fields in academic spaces. The bibliographical and documentary review guided the methodology used. The results emphasize that scientific police knowledge should not be confused with popular or technical knowledge, as it is a systemic science, whose production of knowledge stems from specific methods. Public Security (object of scientific investigation) is a broader field, within which Police Sciences (sum of knowledge that departs from police practice and source of knowledge) is part. It is concluded that it is necessary to look at the police as a qualified producer of answers to the problem; however, it is the job of the scientific police community to free itself from the shackles placed by the dominant ones in the scientific field, strategically establishing the list of auxiliary sciences and their specific knowledge that should compose this “new” Police Science, complex by nature, but which has an objective , method and terminology.

Azor Lopes Silva Júnior, São José do Rio Preto City Council, General Directorate

PhD in Sociology (UNESP-FCLAr), with post-doctorate in legal hermeneutics (UNESP-IBILCE-Department of Letters), Master in Public Law (UNIFRAN, 2005), Specialist in Law (UNESP / FAPERP, 1998), graduated in Law (FIRP, 1990); is a Specialist in Public Security (Pontifical University Catholic of Rio Grande do Sul, 2007). By the military education system (Art. 83 of the LDB and State Complementary Law [SP] nº 1036, of January 11, 2008) Doctor (APMG, 2008), Master (CAES, 2005) and graduated (APMBB, 1984) in Police Sciences of Security and Public Order Preservation. He is a Lawyer, University Professor (bachelor and post-graduate in Law), Member of the National Education Assessment System Superior (INEP-MEC), President of the Brazilian Institute of Public Security - IBSP (ibsp.org.br) and Colonel of the Paid Reserve Military Police of the State of São Paulo.
